27. January 2003: Letter to discussion group EFIL and Intl_FOIA:
In a seminar last summer lawmakers and journalist
analysed the failure of the draft Freedom of Information law for Germany:

Some of the reasons for the failure
were:
- strong opposition by the administration
- insufficient interest by media and the
press
- insufficient pressure from citizens
The lawmakers were honest enough to tell, that they
will not try again, if there is not more interest and pressure from the
public.
The Green Party increased its votes from 6,7 %
to 8,6 in last autumns election. It seems this kept Freedom of Information on the
agenda.
Will the international community be silent about
this development?
